improv(Start scripts): Various improvements and fixes to the start scripts

1. Ensure we stay in the batch-scripts containing directory, even when someone decides to run with administrator privileges.
2. Improve acquiring of user input in batch scripts.
3. Improve file checks and operations based upon them
4. Include SPC version in comment field of scripts
5. Improve declaration and usage of JAVA variable
6. Fix Minecraft server download url acquisition
