Refresh clientside mods fallback list from git repository

When starting ServerPackCreator, grab GitHub serverpackcreator.properties or GitHub serverpackcreator.properties if GitHub fails, and compare to the currently used list. If the new one is bigger, consider it newer and store the new list and use it.

Update docs to decourage from manually editing said list in the properties.
