Mark server packs for deletion and inform user

When a server pack is about to be deleted, mark it appropriately, so when a users views the overview of available server packs, they immediately see which may or may not be deleted soon.

The corresponding user should also be notified per mail (opt-out) that one of their server packs will be deleted soon.
