Global and individual upload size limits

The global size limit for modpack uploads is/should be 500mb still. Every new account gets this limit. An admin should have the ability to raise that limit

• globally
• individually

Some modpacks are absolutely HUUUUUUUUUUGE, so giving any admin the ability to adjust the limits accordingly would be nice.
